How to Pay Your Sewer Bill

The District bills for its services on a quarterly basis. The bill is normally sent during the first week of the billing quarter. The first month of each billing quarter is October, January, April and July. Your due date is printed on every bill for your convenience. Please return the lower portion of your bill with your payment to aid in crediting your account. Convenience fees will be charged on credit and debit transactions.

Online: Visit our customer portal to pay online with 24/7 access. A convenience fee of $2.95 for payments under $100 or 2.95% for payments above $100 will be charged.

In Person: Customers can pay in person at the District Office at 850 Sulphur Springs Road, Imperial between the hours of 8:00 am and 3:00 pm., Monday through Friday (except holidays). If paying with a debit or credit card a $2.95 convenience fee will be charged.

Check By Mail: Customers can pay their bill by mail by sending checks to PO Box 305 Barnhart, MO 63012. When mailing payment, please include the top part of your statement with your check.

How do late fees work?

Quarterly bills that are not paid by the due date become delinquent. A 10% delinquency charge is made against all delinquent bills. The delinquency charge is made against the entire principal amount due and will appear on the next quarterly bill. Payments will be credited to late fees and other charges prior to being credited to basic service fees regardless of the customer request.

What rate do I pay?

The District’s quarterly bill is divided into three components. All customers of the District pay a quarterly Base Rate. The Base Rate for In-District customers is $50.00 and for Out-of-District customers the rate is $80.00.

A residential customer’s quarterly water usage over the Winter Quarter (January, February and March) is used to determine the second billing component, the usage portion of the bill. The average quarterly usage is charged at a rate of $.00277per gallon. Once established, the residential usage portion of the bill will remain constant for the entire fiscal year. The District’s fiscal year runs from October through September.

If you are new to the District and have not established a Winter Quarter Usage, or if you are served by a private well, your bill will be based on the average residential water usage for customers of the District. For In-District customers the average quarterly water usage is 12,050 gallons and 13,039 for Out-of-District customers.

The third billing component is for fees, late charges, interest and other similar charges that are incurred by the customer.

How are non-residential customers billed?

Non-residential customers are billed using the same criteria as residential customers. All are charged a base rate (either in-district or out-of-district) and pay a usage rate. The biggest difference is that non-residential usage charges change monthly to reflect actual usage from the prior year. The residential rate is set after during the Winter Quarter of the prior year and does not change until the October Billing Cycle.

What is “in district” versus “out of district”?

The Glaize Creek Sewer District was formed in 1973 by Order of the 23rd Judicial Circuit. This process began with the submission of a petition from property owners seeking the formation of a public sewer district throughout the Glaize Creek Valley. The Court convened and supervised an election in which property owners in the Glaize Creek Valley voted whether to be included or excluded from a public sewer district. After the election, the results were returned to the petitioners who formed a sewer district with compact and contiguous boundaries. Some property owners who voted in favor of the formation of the District were not included in the proposed District because of their location. Some of those property owners who were opposed to the formation of the District were included in the boundaries, also because of their location. The proposed District was presented to the Court for review and evaluation.

After this review process, the Court approved the formation of the Glaize Creek Public Sewer District. The boundaries of the District follow property lines so a description of the boundaries of the District using streets and other landmarks is not practical. However, the boundaries of the District are generally as follows: on the East, the Mississippi River; on the WEST, a line running along Old Antonia Road from the Rock Creek Sewer District to the western boundary of the Parkton Subdivision; from the NORTH, a line bordering the Rock Creek Public Sewer District; and from the SOUTH, a line generally north of Engle Creek Road running from the Mississippi River to the southern boundary of the Parkton subdivision.

In 1978, the Glaize Creek Sewer District was designated as the continuing authority for sanitary sewer service in the Glaize Creek Watershed under the Missouri Water Quality 208 Plan. This 10,739-acre service area is substantially larger than the acreage included in the legal boundaries of the District. As part of this 208 Plan, the Sewer District extended service from Barnhart to Antonia to eliminate on-site sewage systems and to clean up Glaize Creek. Those properties within the legal boundaries of the GCSD became “In District properties” and those outside the boundaries became “Out-of-District properties”. Those in the watershed are under the District’s authority, but not “in-district”. Voters in the legal boundaries authorized, by vote, the establishment of differential rates for In-District and Out-of-District customers. Rates for Out-of-District customers are generally higher than rates for In-District customers.

Can an “out of district” property become “in district”?

Yes. Specific procedures for this are provided in State Statute section 249.807. The owner (or owners) of property that abuts the boundaries of the District may petition the Board of Supervisors for the incorporation of real estate into the District. The petitioner (or petitioners) must be current customers of the District and all must be current on all obligations to the District. After review and investigation by the District, the petition, if approved by the District, is then filed with the clerk of the circuit court of Jefferson County. It is the duty of the Court to amend the boundaries of the District. A certified copy of the circuit court decree is to be provided to the District and is to be filed in the office of the Jefferson County Recorder of Deeds and the office of the Jefferson County Clerk/Election Authority and in the office of the Missouri Secretary of State. The cost of these proceedings shall be borne by the petition property owner or owners.

How is my rate calculated?

The rates for Sewer Service in the Glaize Creek Sewer District are set by the Board of Supervisors under the advice of staff and in consideration of the budgetary needs of the District.

Why was my water/sewer service disconnected?

Bills that are more than three months in arrears are subject to disconnection for non-payment of the sewer bill. Restoration of service and reconnection will take place only after all past due amounts, including late charges, are paid in full.

The entire cost of reconnection must be paid in full prior to restoration of service. In order to restore service, the customer must pay a $150 fee to Glaize Creek Sewer District and a reconnection fee of $150.00. Those fees are collected from the customer prior to authorizing restoration of water service.

In the event that a lateral has been dug up and capped by the District, all fees must be paid in full prior to being authorized to reconnect to the sewer system. The District will charge the customer its cost to dig up and cap the lateral. It will be the customer’s responsibility to pay a plumber or drainlayer to reconnect, to the satisfaction of the District, the lateral to the sewer system. Dependent upon the length of time that expired from the date of disconnection to the date of reconnection, the District may charge a reconnection fee.

State Statutes specify that sewer services provided by a public sewer district are deemed to have been provided to both the occupant and the owner of the premises receiving the services. The sewer district shall have the power to sue the occupant or owner or both to recover any sums due for the services plus a reasonable attorney fee.

How do I get a lien released?

In addition to disconnecting water or sewer, the District may file a lien against the property for the total amount due for sewer service and any other charges incurred by the District. All costs to record and release the lien are charged against the customer’s account. The entire balance due must be paid prior to the release of the lien.

It is important to have any lien cleared prior to the sale of the property or refinancing of the mortgage.
